The first DSA40 Data Access Days will bring together different stakeholders from all kinds of backgrounds to connect, exchange, and collaborate around data access.

Join us on 25. and 26. September 2025 in Berlin.

The first day will take a more high-level approach, reflecting on past experiences, and scoping future developments of DSA-based data access.

The second day will provide spaces for guided, practical work to collaborate on or refine data access requests based on Art. 40(4) DSA.

Looking back and ahead

Data Access 101

Before we start with the programme, we offer a short introduction for everyone who wants to brush up on the basics of DSA-based data access.

Opening Keynote

We have the honour to announce Rebekah Tromble, who has contributed greatly to researcher coordination around 40(4) data access and is currently setting up the International Centre for Research Integrity and Data Access, as the keynote speaker opening the data access days.

Panel: Looking back on 40.12

On this Panel Claire Pershan (Mozilla), Anna Katzy-Reinshagen (Institute for Strategic Dialogue), Daniela Alvarado Rincón (Democracy Reporting International) and Lion Wedel (Weizenbaum Institute) will reflect on their experiences with DSA-based access to public data and potential lessons learned for the future of access to publicly available data.

Insight: Looking forward to 40.4

During this session, we will be presented with expert insights on the specifics of “non-public” data access based on Art. 40(4) DSA. Julian Jaursch (Bundesnetzagentur) will speak on the procedures and services set up for researcher vetting. And Katrin Weller (GESIS – Leibniz Institute for the Social Sciences) will talk about the infrastructures necessary to support this kind of access. We hope to soon also announce a third speaker on data inventories.

Breakout Sessions

Based on the inputs of the previous sessions, we will break out to discuss strategies to further a healthy data access ecosystem.

Closing Plenary

The closing panel, with panelists yet to be announced, will try and paint the big picture around data access, situating the implementation of research data access within an ongoing enforcement and implementation processes just as well as political discussions around global platform governance.

Hands-On Sessions

Reviewing the Delegated Act

We will start the day with an update on all relevant provisions for our access requests, taking an in-depth look at the delegated act on data access, the DSA data access portal, systemic risks, data availability as well as data security and data protection.

Drafting Access Applications

Having covered the basics, we will put everything into practice, banding together to work on or refine collective or individual data access requests, with experts present to help with any potentially arising issues.
