Co-creation means creating with people, not for them. Digital co‑creation in the public sector refers to processes where government institutions work together with citizens, civil society, businesses, or other public organisations—using digital tools—to design, create, or improve public services, policies, or solutions. It combines participation, collaboration, and digital technology. In the public sector, this often means: Citizens help shape public services (e.g., healthcare, mobility, education); Public servants and stakeholders co-design policies; Communities collaborate on urban planning or environmental decisions; Cross-government teams co‑develop digital solutions (apps, portals, data dashboards). In this colloquium, the speaker will consider three aspects in particular: why has co-creation become so important in the public sector, what are the positive and negative impacts of digitalisation, and finally, why should we consider ethics in this context?
PD Dr. Noella Edelmann is a Senior Scientist at the Department for Governance and Public Administration at the University for Continuing Education Krems. She completed her PhD at the Tallinn University of Technology, her post-doc at the University of Konstanz and is Guest Professor at the Institute of Psychology at the University of Graz and the Institute for Public Governance at the KU Leuven. Her main research interests are the digital transformation of organisations in the public sector, in particular, online participation, digital co-production, new ways of working and collaborating, digital ethics, Open Access and scholarly communication.
She contributes to international projects such as the Erasmus+ Aicoserve (on AI, ethics and co-creation in the public sector), SNF Co-Success on the success of co-creation at regional level, H2020 Inclusive Governance Models and ICT Tools for Integrated Public Service Co-Creation and Provision (inGov), national projects on the Future of Work in the public sector, the development of the e-government strategy and cybersecurity in Austrian universities. Noella is the Chief Editor of the international Open Access eJournal for E-Democracy and Open Government (JeDEM, www.jedem.org), manages the Visiting Fellows programme at the Department for E-Governance and Administration, track chair at the EGOV, ICEGOV and DGO conferences, and is a Jury Member of the Austrian Prize for Innovation in the Public Sector as well as the myGovernment competition.
